new Delhi: Making a major reshuffle in the bureaucracy, the government has transferred the current Finance Secretary Subhash Chandra Garg to the Ministry of Energy. At the same time, the current Secretary of Investment and Public Property Management (DIPAM), Atanu Chakraborty will be the new Secretary of the Department of Economic Affairs. The shuffle in the bureaucracy will come into force with immediate effect.
Garg was also the secretary of the Department of Economic Affairs. According to the official notification, he will now take charge as the energy secretary instead of Ajay Kumar Bhalla. Bhalla has been appointed OSD (Officer on Special Duty) in the Home Ministry.
This reshuffle is being seen as a deportation for Garg, because the post of Finance Secretary is considered to be very prestigious in the bureaucracy and usually this post is given to the senior most officer in the ministry.
However, this is not a surprising step as the NDA (National Democratic Alliance) government led by Prime Minister Narendra Modi has not made such modifications for the first time. When Modi came to power for the first time in 2014, the government had transferred the then Finance Secretary Arvind Mayaram to the Tourism Department.
After transfer from Garg's finance ministry, the government can now choose any of the current revenue secretary Ajay Bhushan Pandey and financial services secretary Rajiv Kumar for the post of Finance Secretary. The interesting fact is that both are senior officials who joined the Indian Administrative Service (IAS) on August 21, 1984. Though Kumar is senior to Pandey at age.
According to the order issued on Wednesday evening, next secretary of DIPM will be Anil Kumar Khachi. He is the IAS officer of the 1986 batch Himachal Pradesh cadre.
On the other hand, Additional Secretary of the Department of Telecommunications (DOT) Anshu Prakash has been made the Secretary of the Department. He will take over the appointment of DOT's current secretary Aruna Sundarajan after the retirement of 31 July.
The Cabinet Committee on Appointments has approved the appointment of Shri Gurprasad Mahapatra, the current chairman of the Airports Authority of India, as Secretary, Department of Industry and Internal Trade Promotion (DPIIT) in the Ministry of Commerce and Industry.
According to the notification, R. s. Shukla has been appointed Secretary in the Ministry of Parliamentary Affairs. Anuradha Mitra is Secretary (Department of Official Language) in Home Ministry while Ravi Kapoor has been appointed Secretary in the Ministry of Textiles.
