Modi authorities weakens RTI

In spite of strong opposition from the opposition and opposition parties, the RTI Amendment Bill 2019 was passed in the Rajya Sabha also.

After the President's seal, the amendment in RTI will be implemented. Under the new amendment, the central government will fix the terms and conditions of the Central and State Information Commissioners. At the same time, the information commissioners will also end the rating of the judge of the Supreme Court.

Opposition and social activists say that the government has made amendments to weaken the RTI Act, while there was no demand for change in it nor did it need it.

Although the government is rejecting the allegations that its autonomy from the RTI amendment bill will be weak. Personnel Minister Jitendra Singh says that such allegations are baseless and they have no basis.

Jitendra Singh said, "The amendment was essential for how to make rules. Amendment to Section 27 has been brought. The autonomy and independence of RTI is related to Section 12 (3). With this, the government has not made any tampering. "

Nikhil Dey, a social worker who plays an important role in making the RTI Act, says that the Central Government was engaged in undermining the law without any reason.

He says, "When the Central Government decides the terms of service conditions of the Central and State Election Commissioners, then where will autonomy be? This is a big attack on the federal system too."

According to Nikhil Dey, "So far, the information commissioners' rating was comparable to the commissioners and Supreme Court judges. This meant that if they were to remove any information from any government department, this status would enable them."

Section 13, 16 and 27 of the RTI Act have been amended. These are the provisions which determine the appointment, tenure and their rating of RTI commissioners.

Nikhil Dey says that this is written in the law and at that time the Standing Committee was unanimously approved that information commissioners should be given full autonomy and such status so that they are capable.

UPA chairperson Sonia Gandhi and Anna Hazare, who is leading the Lokpal movement, have also objected to the changes in the RTI Act.

Several Chief Information Commissioners, including the first Chief Information Commissioner of India, Wajahat Habibullah, had asked the government to withdraw this amendment bill.

Wajat Habibullah says this amendment will affect the autonomy of the Information Commissioners.

He says, "90 percent of cases that come before the Information Commission are given to the people by taking notice from the government. But if the same government has been given the right to decide the terms and conditions of the commissioners then it is obvious that this law The weakness has come. "

Since 2005, when these laws have been made, people have been entitled to get government information in due course. With the help of this law several important information was found inside the government, which was related to the people, from the administrative head.

The RTI Act is the first law that became a mass movement in about a decade and a half and the common people started feeling empowered themselves.

But Nikhil Dey says that through this amendment, the government has attacked the vertebrae of this law and it will weaken the whole law.

Under the changed RTI Act, the information commissioners will be able to work as usual – on this, Wajahat Habibullah says, "The capacity of the information commissioner to give the decision, now they will not be able to do that."

He says, "It is a pity that Prime Minister Narendra Modi himself said that the government needs to know its weaknesses from the commissions, it was very important for the government to keep the strength of this commission."

The ruling party has been constantly trying to convince the Opposition that it will not misuse it but the biggest question is how much of a weak information commission should be given in giving government information.

People have believed that after Independence the government has been a major weapon to monitor people. RTI and it played an important role in strengthening democracy.

Nikhil Dey says that 60-80 lakh people are using the right to information in this country in today's date. So far 80 RTI activists have lost their lives for this.

People started demanding the accounts of the whole country demanding information from the ration shop in Mohalla and on the biggest offices of the country, the public increased the surveillance.

According to him, the information about the ban on the ban was kept in silence or the silence of the government, only the information came out of RTI.

In Rajasthan, the pension of 10 lakh pensioners was closed. Information came from RTI that they are all alive, are not dead as shown in the official paper.
