new Delhi. Shiromani Akali Dal Chief Sukhbir Singh Badal has convened an emergency meeting of the party's core committee in Delhi today. The meeting will be discussed in Inter State River Water Dispute (Amendment) Bill 2019. The Akali Dal chief said that the Core Committee unanimously decided that the bill is against the interests of Punjab. In the Parliament session before the second term of Modi Government, this bill has been passed recently in the Lok Sabha. Now the BJP's ally party has opened a front against this bill.
Talking to the media on Sunday on this issue, Mr. Sukhbir Singh Badal said that the party will apprise the PM and Central Water Minister about the seriousness of the situation tomorrow. They will insist that they do not present the bill in the Rajya Sabha in their present form. The party will not allow any single state of water to any other state of the country as Punjab has no surplus water. After which the new screw is now stuck on the bill.

Let me tell you that in the last few years, there have been considerable fights between the states in river water disputes. Because of this, the Interstate River Water Dispute (Amendment) Bill 2019 was introduced on behalf of the Modi Government in the Lok Sabha last week, although the government's bill has been frightening to the states that such domination will increase the center's dominance. Under this bill, the judicial decision of interstate river water disputes is being simplified and effective and amendment to the Interstate River Water Dispute Act, 1956.
This will eliminate the arrangement of separate tribunals for river water disputes of different states and will try to reconcile between all the relevant parties through the same integrated and permanent tribunal. This permanent tribunal will consist of one president, one vice president and maximum six members. The term of the President's tenure has been fixed for five years. Duration of the tenure of the Vice President and the tenure of other members will be on a co-termination basis with the decision of water disputes.
To provide Technical Support to tribunals, the assessors (Specialists of Central Water Engineering Service) will also be appointed. The maximum time frame for the decision of water disputes has been fixed for maximum four and a half years. The decision of the tribunal will be final and will be binding on the respective states. There is currently no logical, uniform and normal procedure for settling disputes in tribunals created for interstate water disputes.
